Attempts to steal Highway Patrol vehicles not only result in total destruction of two cars following high-speed chases, but also cause a rash of problems at CHP Central. The crimes also spark a series of related incidents which ultimately effect the entire CHiPs team before Jon and Ponch discover that the seemingly unrelated incidents are part of an elaborate robbery scheme.
