Some recent robberies have been made by little machines, which causes Hong Kong Phooey some concern because these aren't similar to the robots he fought before. Meanwhile, Sarge and Spot have taken up the hobby of building ships and buildings with toothpicks./ Hong Kong Phooey takes on a mission to prevent a clown from stealing mink scarves from the upper class citizens of town. However, he soon discovers that the clown has a few tricks up his sleeve that send all that stand against him into an uncontrollable laughter.
