When Patricia Cheng (Joan Chen) persuades her next door neighbour Sam Callaghan (Don Hany) to investigate the murder of a US sailor in Bugis Street, it's secretly part of her plan to get him to leave the dodgy import/export business he runs with his mate Kang (Alaric Tay) and work for her struggling detective agency. Sam warns her that having the CIA for a client is bound to get them into trouble, but he also knows that since the murder of Patricia's husband Winston four months earlier, she has been in severe financial straits. To keep the agency afloat and pay office secretary Su Ling (Pamelyn Chee), Patricia can't afford to turn down a client. Not even the CIA.
